Intro

Greenock serves designated courts in the West of Scotland by holding male prisoners (both adult and under 21s) on remand, and short-term convicted prisoners. It provides a national facility for selected prisoners serving 12 years or over, affording them the opportunity for progression towards release. It also accommodates a small number of prisoners for a range of management and operational reasons.

Accommodation

Ailsa Hall houses primarily remand prisoners awaiting trial or sentence, and a small number of long term prisoners out of classification and some short term convicted prisoners. Ailsa Hall has 131 cells on 4 galleries.

Chrisswell House houses up to 60 LTPs, the large majority of whom are lifers. The role of Chrisswell House is to provide an appropriate environment for prisoners to progress from closed conditions to gradual access to the community in preparation for transfer to open conditions and eventual release.

Rising numbers of female prisoners and the limitations of Cornton Vale’s current estate led to the decision to allocate the fifty five cells in Darroch Hall to female short-term prisoners. The introduction of female offenders has added another dimension to the already diverse prisoner population being held within the establishment. A new regime was developed, introduced and integrated into the predominantly male prison.

Education

Motherwell College is contracted to supply Education Services for Greenock. A target of 25,500 prisoner learning hours has been set for the year beginning 1st April 2003. The unit also expects to carry out 300 Basic Skills Assessments and 300 Individual Learning Plans.

Prisoner Programmes

Greenock is expected to deliver 130 places on programmes and approved activities. These include "Preferred Programmes" Cognitive Skills and Anger Management. "Approved Programmes" Anxiety and Sleep, Guide to Sensible Drinking and Lifeline, "Local Programmes" Motivation for Change, Parenting and Drug Awareness.

Drugs

82% of male and 90% of the females admitted to Greenock have a drug misuse problem. Within the establishment drug workers in partnership with Cranstoun, APEX, Rough Sleepers deliver groupwork, 1-1 interviews and throughcare.

Preparation for Progression

Greenock currently has 18 work-based and 3 college-based prisoner placement locations, which can cater for approximately 30 prisoners. The majority of the work-based placements offer janitorial type employment, i.e. basic cleaning skills, maintenance and repair work. Others offer SVQ Level 2 modules and genuine work experience.

Care Issues

Greenock has a dedicated Mental Health nursing service as part of its multi-disciplinary mental health team. This consists of 2 Registered Mental Health Nurses and a consultant psychiatrist (3 hours per week). On average they see 80 prisoners per month dealing with issues such as, psychosis, addictions and anxiety and depression.

Greenock currently has 1 full-time Addictions Nurse. The main areas of responsibility are, policies and procedures related to addictions, Methadone prescribing and 1-1 counseling. At present there are 30 prisoners prescribed Methadone with another 60/80 on protocols for various addiction problems.

There is also a bi-weekly Well Woman Clinic for female prisoners, which deals with all aspects of women’s health in particular gynecology.

Human Resource Issues

Greenock has gained the bronze level SHAW Award (Scotland Health at Work) and is currently working towards obtaining the silver level award. The establishment currently awaits the result of a re-assessment for maintaining the Investors in People (IIP) status.

Training, Skills and Employability

Greenock’s Industrial Cleaning Party provides training in BICs modules. There are plans to increase training provision with the introduction of VT Hairdressers, VT Painting and Decorating and VT Construction workparties. A recent review of regimes delivery was undertaken which highlighted a need to shift from industrial production workshops to more extensive skill based training. This resulted in the closure of the sprayshop and in the longer term the existing joiners’ workshop will be re-developed into life skills training units.

A multi-disciplinary approach is undertaken to prepare short-term prisoners for release. Partnerships have been formed with various external agencies to ensure individuals are given the appropriate support upon release.

Preparation for progression/release for long-term prisoners is a fundamental part of sentence management. Chrisswell House have 9 staff trained in the updated sentence management system with 2 staff fully certificated.
