Intro

HM Prison Shotts is a maximum-security prison for long term adult male prisoners. The prison is situated in countryside south of the M8 motorway near the Lanarkshire village of Shotts. Purpose built in 1978 it caters for long term male prisoners (sentences of 4 years & over) who are transferred from other establishments and who require to be kept secure conditions. HM Prison Shotts includes two national facilities within its establishment: the National Induction Centre and Kerr House.

Shotts seeks to provide a secure, safe and caring environment, while providing opportunities for prisoners to come to terms with their sentences and address their offending behaviour.

The National Induction Centre (NIC), is a national facility and holds approximately 115 adult male prisoners who are in the initial stages of sentences of 8 years or over and prepares them for eventual movement to mainstream establishments. It provides a supportive regime for all prisoners (excluding sex offenders) sentenced to life or 8 years or over during the first 3 - 6 months of their sentences, and other prisoners may be taken where a spell in the NIC is considered beneficial.

The regime is intended to assist prisoners to cope with the personal consequences of their offending behaviour and the impact of their sentence. It seeks to prepare them for transfer to mainstream within the context of the Sentence Management model. That process is informed by risk and needs assessment work carried out, with the prisoners' involvement, during their time in the NIC.

Information on topics such as stress management, inter-personal and social skills and the prison system are delivered in GroupWare settings. Considerable emphasis is placed on building the prisoner's relationship with his Personal Officer in order to help him adjust to and plan out his sentence. While industry forms an integral part of the regime, it is orientated towards craftwork type activities and is supported by personal fitness programmes.

Kerr House is a new National facility, which opened in 26th May 2003. This is a transitional top end facility within the perimeter of the establishment. This facility offers low supervision prisoners an opportunity of participating in a less structured and regimented regime earlier than under the current arrangements. Our aim is to successfully transfer prisoners to a national top end facility at their date of eligibility. Kerr House holds approximately 52 Adult male prisoners. This facility also holds its own visit room. Visits within Kerr House will be of a relaxed nature with the aim of providing good quality family time.

 

Visiting

Notice to all visitors to HM Prison Shotts

The Governor of HM Prison Shotts has a responsibility to ensure security procedures employed within the establishment are of the highest standard. These standards are in place to protect the safety of prisoners and staff and the open visits.

In order to comply with Scottish Prison Service policies and our own anti-drug strategy we have introduced drug detection procedures involving the use of new technology. The purpose of this equipment will be to screen, at random, visitors who wish admission to HM Prison Shotts for any reason. The unit is capable of detecting whether or not an individual has come into contact with drugs within a certain time scale and will detect the volume handled. This unit will add to the continued use of drug detection dogs and camera surveillance of visits. In the event of a person producing a positive result, this will lead to a request to participate in a rub down search, similar to an airport search. You may be offered a closed visit, or be refused admission to the establishment. The police may also be called.

We wish to protect the open visits as do the majority of visitors and prisoners. The use of this technology will only affect a small number of people persistent in their intent to smuggle drugs in Shotts. We will keep any inconvenience to a minimum. We count on your co-operation in our aim to enhance the quality of your visit and to reduce the smuggling of illegal drugs.

In case of an emergency you may telephone the prison and a message will be passed on. Prisoners cannot be called directly. The prison telephone number is 01501 824 000.

Where is Shotts Prison?

The prison is situated approximately 1.5 miles outside the town of Shotts. It is landmarked by a large white water tower. The easiest way to approach Shotts is via the M8 Motorway, leaving the motorway at junction 5. From there the prison is well signposted.

Are there car parking facilities?
Yes. Visitors may use the main car park outside the prison. Visitors are requested to leave excess baggage or foodstuffs in their vehicles. There is also easy access for disabled visitors. Please contact the prison prior to your visit if you require disabled access.

I do not have access to a car...
Trains depart from both Edinburgh and Glasgow to Shotts Station. For further information please call Scot Rail passenger inquiries. "First " runs a bus service from Glasgow and Edinburgh but unfortunately only go to Shotts town. Other private companies do drop off nearer the prison. Taxis are also available from Shotts town. The cost is approximately £2.50 for one single journey.

How many visits am I allowed?
The number of visits allowed depends on a prisoner's location within Shotts.

B Hall: 4 x 1 hour visits per month x 1 quality visit
C Hall: 4 x 1 hour visits per month x 1 quality visit
D Hall: 4 x 1 hour visits per month x 1 quality visit

National Induction Centre
4 x 1 hour visits per month x 1 quality visit

Kerr House
4 x 1 hour visits per month x 1 quality visit

Quality Visits
Shotts also operate a quality visit scheme where one of the monthly allocated visit allowances can be taken for up to 2 hours between 13.30 and 15.30 Monday to Thursday There are no afternoon visits on Fridays.

Visiting times

Monday to Friday: One hour between 18.45 and 20.45; Saturday and Sunday: One hour between 14.15 and 16.15

Please note that when the visit room is exceptionally busy a delay may occur.

How many visitors are prisoners allowed?
Prisoners can have a maximum of 3 named adult visitors plus children (under the age of 16) at any one visit.

Do I need a visit pass?
No. Shotts visits' booking system is now computerised. Prisoners book their visits then contact visitors with a date and time. If you are unsure if a visit has been booked you should contact the Family Contact Development Officer.

What can I expect on my arrival?
You will be met by an Officer upon entry to the prison who will have a list of all visits taking place. If your visit is not listed you will be referred to the Duty Family Contact Development Officer. Once your visit is confirmed you will be offered a locker to secure any baggage. You are not permitted to take bags, food, pushchairs or baby seats into the Visit Room. Baby seats are available in the Visit Room on request.

You will be asked to place your jacket or coat along with the contents of your pockets on the tray which will pass through the X-ray machine. You will then be asked to walk through the metal detector prior to entering the waiting room. You may also be subject to random purse checks. The officer will also take from you any property, only with appropriate authorisation. This must be done prior to the visit taking place. You will be shown to the Visitors waiting area and a member of staff will collect you for your visit.

Can I hand money in?
Yes. Money should be handed to the Reception Officer who will issue you with a receipt. This should be done prior to your visit.

Toilet facilities
There are male, female and disabled toilet facilities located in the Visitor’s Waiting Room. There are baby changing facilities in the female toilets.

What facilities are available for children?
We are commited to offering quality playcare facilities and are currently in partnership with NCH (Scotland). During visits on the evening of Thursday, Friday and afternoons of Saturday and Sunday a creche is available which is staffed by fully qualified play workers. The creche is located in the Visit Room and can be used by children between the ages of 2 and 12. It must, however, be pointed out that visitors are responsible for their children at all times. There are also high chairs and baby seats available in the Visit Room.

During quality visits (afternoons) a selection of children's' videos are available.

Father and Child Visits
The father and child visits are extra visits given as a privilege. Unlike normal visits, the prisoners are able to leave their seats and walk around freely with their children. This lack of restriction is to provide as normal an environment as possible, in order that the prisoners may bond with their children. The children may be accompanied by two adults however the visit is strictly for the father and children and should be used as such.

Refreshments
There are vending machines located within the Visit Room dispensing hot and cold drinks and snacks. From a Thursday evening until Sunday afternoon the Friends of the Samaritans operate a Teabar facility where filled rolls, tea and coffee can be purchased.

Activities
The establishment's Activities Plan gives each prisoner a timetable of activities, based on a needs assessment carried out on induction. Apart from work, this includes programmes to challenge offending behaviour and substance dependency. The work activities include Laundry, Gardens, Metal Fabrication, Textiles, Wood Machining/Assembly, Wood/Metal Craft, Paint Finish, Vocational Training Hairdressers, Vocational Training Cleaning, Kitchen and a variety of general duties.

In many of these areas production contracts are in place for both the internal and external market. In the Wood Complex a Workshop Efficiency scheme is run. This includes 120 prisoners with the working day extending from 8.30am sometimes till 4.30pm. Prisoners in this complex, which is drug free, are required to co-operate fully in achieving volume and quality targets and can earn up to £24.70 per week as opposed to the average of £9. Future developments in work opportunities are also in the pipeline.

The Education Unit, Gymnasium, Addiction Unit, Mandatory Drug Testing, Programmes Group and the Library all come under the umbrella of Activities. Education on offer ranges through basic education and general studies to more advanced certificated courses, up to Open University.

Cranston drug services are nationally contracted to undertake all addiction assessments. A variety of medical and non- medical interventions are available to prisoners who present with addiction issues. The programmes Group is able to deliver the following accredited programmes:- Cognitive skills, Anger management, Drug relapse prevention and we are planning to pilot the new Violence programme.

Other Services
Family Contact Development Officer
The role of the FCDO is to enhance prisoner/family contact and to provide advice and guidance to prisoners and their families. They offer a wide range of information and through getting to know the families are a pivotal contact point and advise on many issues.

Visits
In an effort to further family contact, Shotts' prisoners receive visits at a greater frequency and duration than the minimum legal requirements. The frequency also increases as the prisoner progresses through the Shotts system.

In keeping with the importance placed upon maintaining the family bond "Father and Child" visits provide for regular, lengthy periods when the family can be together.

Health Centre
10 qualified Practitioner Nurses staff the Health Centre, 1 member one member of staff who specialises and is qualified in Mental Health, 2 Clinical Managers, a Health Centre Manager and an Administration Assistant. We currently have a visiting Medical Officer supplied by an external agency Medacs.

Psychology services these are provided by an in-house staff of 4 and one Principle Psychologist

In addition to these members if staff, we also have many visiting professionals and consultants who attend to a variety of clinical needs. We have regular visits from a general surgeon, Opthalmogist, Optician, ENT Surgeon, Dentist, Physician, Chiropodist, Physiotherapist, Orthopaedic specialist, Dermatologist, Psychiatrist, Infectious diseases consultant and Radiologist to name a few.

Social Work
The Social Work Unit is staffed by a Senior Social Worker, 5 x Social Workers and 2 Administration Assistants. The service is provided under a Service Level Agreement with North Lanarkshire Council.

Catering
The Catering Manager and his 6 staff operate the catering facility. The kitchen provides meals from an advance selection menu system and prisoners have an input to the selections available.

Chaplaincy
The pastoral needs of prisoners are met by 4 Chaplains. 1 Roman Catholic, 2 Church of Scotland and 1 Episcopal/Anglican chaplain.
